From 1985 China has
made notable strides at fishery production. In 1997 China continues to dominate global
fishery production with 30%, the total production is 36 million tons ranked first in the
world.
But there are several shortcomings
in development:
- Incomplete control of farming area;
- Competition with other industrial sectors for land and
aquatic resources, particularly in coastal regions;
- Degradation of water quality and culture environments
through urbanization, industrialization and uncontrolled intensification;
- Limited processing capacity for aquaculture products;
- Slow or, in some cases, no implementation of
market-oriented policies on price deregulation;
- Managers and workers inadequately trained for modern
operations;
- Unpredictable fluctuations in the quantity and quality
of seed, particularly of high-value freshwater and marine finfish and shellfish species;
and
- Poorly maintained culture facilities.
In
order to achieve sustainable development of aquaculture in China, the government strategies are:
1. Protect fishery
resources and environment so as to achieves sustainable development of aquaculture.
(1)Since 1995 East sea and Huang sea
area have off season;
(2)Prevent over-fishing and
over-capacity.
2. Take great advantage of fishery
area and manpower; develop, extend new technology, such as inshore aquaculture, rice-field
culture, and health culture.
3. Increase the market
system of fishery products and processing technology;
4. Improve science
and technology, transfer new technology to managers and farmers;
5. Scientific plan
in fishery development.

Issued by Ministry of Agriculture of People¡¯ Republic of China on
Jan.12, 1996.
The fishery act of People¡¯s Republic of China
Approved by the Standing Committee of National People¡¯s congress and
issued by the president of the president of People¡¯ Republic of China on Jan.20, 1986.
The act is a basic law for dealing with national principle for fishery management
including aquaculture, fishing and fishery resource enhancement, utilization and
conservation.
The detailed rule for implementing the
fishery act of People¡¯s
Republic of China
Approved by the State Council and issued by the ministry of Agriculture
on Oct.19, 1987. The rule is supplementary regulation for the fishery act of People¡¯s
Republic of China.
The wide animal conservation act of
People¡¯s Republic of China
Approved by the Standing Committee of National People¡¯s Congress on
Nov. 8,1988.

law dealing with inland water pollution control.
The marine environment protection act of
People¡¯s Republic of China
Approved by the Standing committee of National People¡¯s Congress on
Aug. 23,1982. The act is a basic law dealing with marine environment protection.
