    From 1985 China has made notable strides at fishery production. In 1997 China continues to dominate global fishery production with 30%, the total production is 36 million tons ranked first in the world.

    But there are several shortcomings in development:

  1. Incomplete control of farming area;
  2. Competition with other industrial sectors for land and aquatic resources, particularly in coastal regions;
  3. Degradation of water quality and culture environments through urbanization, industrialization and uncontrolled intensification;
  4. Limited processing capacity for aquaculture products;
  5. Slow or, in some cases, no implementation of market-oriented policies on price deregulation;
  6. Managers and workers inadequately trained for modern operations;
  7. Unpredictable fluctuations in the quantity and quality of seed, particularly of high-value freshwater and marine finfish and shellfish species; and
  8. Poorly maintained culture facilities.

    In order to achieve sustainable development of aquaculture in China, the government strategies are:

    1. Protect fishery resources and environment so as to achieves sustainable development of aquaculture.

(1)Since 1995 East sea and Huang sea area have off season;

(2)Prevent over-fishing and over-capacity.

    2. Take great advantage of fishery area and manpower; develop, extend new technology, such as inshore aquaculture, rice-field culture, and health culture.

   3. Increase the market system of fishery products and processing technology;

    4. Improve science and technology, transfer new technology to managers and farmers;

    5. Scientific plan in fishery development.

  • The water pollution control act of People¡¯s Republic of China

Approved by the Standing Committee of national People¡¯s Congress and issued by the president of People¡¯s Republic of China on May 1, 1984. Reformed in May 15,1996. The act is a law dealing with inland water pollution control.

  • The management regulation of supervising and inspecting on fishing vessel of People¡¯s Republic of China

Issued by Ministry of Agriculture of People¡¯ Republic of China on Jan.12, 1996.

  • The fishery act of People¡¯s Republic of China

Approved by the Standing Committee of National People¡¯s congress and issued by the president of the president of People¡¯ Republic of China on Jan.20, 1986. The act is a basic law for dealing with national principle for fishery management including aquaculture, fishing and fishery resource enhancement, utilization and conservation.

  • The detailed rule for implementing the fishery act of People¡¯s Republic of China

Approved by the State Council and issued by the ministry of Agriculture on Oct.19, 1987. The rule is supplementary regulation for the fishery act of People¡¯s Republic of China.

  • The wide animal conservation act of People¡¯s Republic of China

Approved by the Standing Committee of National People¡¯s Congress on Nov. 8,1988.

  • The supplemental regulation of punishing the crime on capturing and killing national emphasized conservative precious and in the verge of extinct of wide animal

Approved by the Standing Committee of National People¡¯s Congress on Nov. 11,1988.

  • The implement regulation of aquatic wide animal conservation of People¡¯s Republic of China

Issued by the Ministry of Agriculture on Nov.5, 1993.

  • The environment protection act of People¡¯s Republic of China

Approved by the Standing committee of National People¡¯s Congress on Dec.26, 1989. The act is a basic law for comprehensive environment protection.

  • The water pollution control act of People¡¯s Republic of China

Approved by the Standing committee of National People¡¯s Congress and issued by the president of People¡¯s Republic of China on May 1, 1984. The act is a basic law dealing with inland water pollution control.

  • The marine environment protection act of People¡¯s Republic of China

Approved by the Standing committee of National People¡¯s Congress on Aug. 23,1982. The act is a basic law dealing with marine environment protection.
